The Philippine Commission to Survey Philippine Education led by the Department of Education found out that the state of education is not aligned with the mandate, demands, skills and competencies needed by the Global Market. A mismatch of what was learned and what was demanded by industries appeared to create a big gap – thus, the recommendations of education stakeholders to “personalized” individual skill learning was made possible when in 2008, DepEd opens its access to a democratized education through Special Programs, all geared towards addressing the felt need to hone special interests, technical – vocational learning, special programs in the arts and other related specializations.
In Silay City, DepEd adopted these Specializations / Special Programs when the Doña Montserrat Lopez Memorial High School offered four Special Programs namely: Science and Technology Education (2008), Special Programs in the Arts (2008), Technical – Vocational Education (2008) and Information and Communications Technology (2009). These Special Programs are offered in the DMLMHS and under the leadership of former principal Dr. Wilfredo O. Hermosura, Together with the Head Teacher in MAPEH (SPA) Ms. Ma. Luz H. Bitalac; TLE (STVEP) Mrs. Naneth L. Benedicto; and Science (STE) Mrs. Junnah M. Braganza, the programs were in place as all efforts are done to ensure its outstanding implementation. Doña Montserrat Lopez Memorial High School, also referred to by the acronym DMLMHS, is a public national high school located in Rizal St., Silay City, Negros Occidental.
